An alliance has a member capacity of 4000. How that is calculated is by your clan tier. So if you have a ghost clan with only one member, you still consume 10 spaces. It is difficult to have an active community if there are lots of empty spaces, which is why we care about these numbers. This policy benefits everyone in the alliance!

A ghost clan should strive for 7 active members, Shadow 21, Storm 70, Mountain 210 and Moon at 700.00.

I consider “active” to be members that have logged in within the last 30 days
